North Carolina is one of only eight states that does not authorize any of its state and local government employees to bargain collectively. Our state law prohibits such contracts. Jeff Leiter does background research in support of efforts to improve the collective bargaining rights of state and local government workers in North Carolina.

Many people in North Carolina fear that stronger public sector unions would make government less efficient and drive up its cost. Comparisons across the states show, on the contrary, that states with stronger public sector unions, while paying their government workers somewhat better, employ fewer workers and their workers are less likely to quit.
